重要通知：泰国TISI新规——纸质包装进口管制即刻生效

尊敬的客户及合作伙伴：

自即日起，所有出口至泰国的以下纸质包装材料，包括纸张、纸板、食品包装纸、涂层纸、瓦楞纸、纸盒、纸箱、纸杯、容器及其他用于直接接触食品或饮料的纸质包装，必须严格遵守泰国工业标准协会（TISI）依据公告第54/2569号发布的最新规定。

具体要求如下：

一、B2C及C2C货物（寄售给个人）

• 严格禁止。此类货物抵达泰国后将自动被视为弃置品，由当地当局处理。

二、B2B货物（商业进口）

• 进口商必须通过泰国国家单一窗口（NSW）系统申请TISI进口许可证。该系统目前仅提供泰语界面。

• 用于直接接触食品或饮料的纸制品，须符合TISI标准第2948-2562号及相关食品安全要求。

• 进口商可能需要提供技术文件，包括但不限于产品规格、材料成分、使用说明以及海关/TISI核验所需的其他支持文件。

• 所有受影响货物必须通过正式海关入境申报，并通过NSW系统与TISI实现电子许可联动。

• 发货人在将货物发往泰国收货人之前，必须提供分析证书及相应的测试报告。

三、违规后果与费用承担

• 未取得所需进口许可证而抵达泰国的货物，将面临被当地主管部门扣留、退回或弃置的风险。

• 若货物被弃置，可能产生每批15,000泰铢的弃置处理费，该费用将向发货人收取。

• 所有相关费用（包括但不限于关税罚金、仓储费及处置费）将直接计入发货人的账户。

• 最终金额以当地货币按现行外汇汇率结算。

请各相关部门及合作方务必高度重视，提前做好合规准备，避免因违反泰国TISI新规导致货物被扣、退运或产生额外经济损失。

Dear Customer,

With immediate effect, Thailand importers of paper, paperboard, food packaging paper, coated paper, corrugated paper, cartons, boxes, cups, containers, and other paper packaging materials intended for direct contact with food or beverages must comply with new regulations under Customs and Thai Industrial Standards Institute (TISI) Announcement No. 54/2569:

B2C or C2C shipments (consigned to individuals):

Strictly prohibited.

Automatically abandoned upon arrival in Thailand.

B2B shipments:

Importers must get a TISI import license via the National Single Windows (NSW) system (only available in Thai).

Paper products intended for direct contact with food or beverages must comply with TISI Standard No. 2948-2562 and related food safety requirements.

Importers may be required to provide technical documents such as product specifications, material composition, usage details, and supporting documents for customs/TISI verification.

All impacted shipments must be declared via formal customs entry with electronic permit linkage to TISI via the NSW system.

Shippers must provide a Certificate of Analysis and a Testing Report prior to exporting shipments to recipients in Thailand.

Please be informed that shipments that arrive in Thailand without the required import licenses are at risk of being held, returned or abandoned by local authorities.

In cases where shipments are abandoned, an Abandon Fee (Formal Access Long) of THB15,000 may be applicable and charged back to the shipper.

All charges will be billed directly to the shipper account number. Charges include, but are not limited to, customs penalties, storage and disposal fees. Please note that the final amount is billed in local currency at the prevailing foreign exchange rate.
